Dr. Singh holds a Doctoral degree in Statistics from Delhi University. He is a distinguished survey statistician of international repute with over three decades rich experience of research in health and social sectors. Dr. Singh started his carrier as a Professor of Statistics and taught M.Sc./Ph.D students at IASRI, Pusa for a period of 5 years. Thereafter he served Planning Commission as Joint Adviser for eight years and contributed in the preparation and appraisal of Sixth and Seventh five year plans. Subsequently, he joined Indian Council of Medical Research (ICMR), initially as Director, Institute of Research in Medical Statistics (ten years) and next as Additional Director General of ICMR (seven years).
Dr. Singh has been involved in the evaluation of National Health Programmes namely, RFWCs, PPCs, CSSMs, National Immunization Programmes and AYUSH. He has steered many Operational Research studies of national relevance. He has also been involved in community based and hospital based trials. The findings of his applied and operational research have been used in national programmes in health and development sectors. Importantly, he has steered five percent post-survey check of National Family Health Survey -I which was the basis for quality assurance. Dr. Singh has been a Member of the National Statistical Commission, GoI for three years. He has been a member of working groups of Planning Commission including Vision 2020. He has been Chairman of high level committees of MOHFW namely, Triangulation of Health Data from various sources and of Expert Committee on Deaths due to Malaria. He is also Chairman of Scientific Advisory Groups and Expert Groups of ICMR. He has been leader of the Indian delegation to the UN Commission on Population and Development. He represented India in many international delegations.
